Chemonics seeks a chief of party for an anticipated three-year USAID-funded policy reform project in Niger. The project will work to increase government accountability and responsiveness to citizens’ needs at the national and subnational levels and improve the operating environment for sectoral investments. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide overall leadership management and general technical direction of the entire program, ensuring an integrated vision among its various components and a focus on achieving results
- Serve as the primary liaison with USAID on technical matters
- Act as the primary liaison with Chemonics' office in Washington, D.C., to address technical and managerial matters
- Ensure quality control and overall responsiveness of technical assistance provided under the contract
- Directly implement the project's strategic long-term vision
- Oversee work planning, performance management, and strategic communications
Qualifications:
- Graduate degree in law, public administration, management, or a related field required; J.D. preferred
- Minimum of 10 years of professional experience in governance or rule of law-related development programs at a senior program management level, including direct supervision of professional and support staff, preferred
- Experience leading USAID-funded projects and serving as a chief of party preferred
- Demonstrated experience working effectively with judicial stakeholders, government counterparts, and civil society organizations required
- Experience in one or more of the following areas required: justice sector legal frameworks, legislative research and drafting, alternative dispute resolution, legal training, justice sector strategic planning and organizational development, gender issues, and enabling environment for civil society in the justice sector
- Proven leadership in the design, management, implementation, monitoring, and evaluation of donor-supported programs
- Skills in high-level strategic visioning and leadership; experience managing complex activities involving coordination with multiple partner institutions preferred
- Experience working in Niger preferred
- Demonstrated ability to communicate clearly and concisely both orally and in writing
- Demonstrated ability to establish close working relationships with colleagues, partners, and other stakeholders
- Demonstrated leadership, versatility, and integrity
- Fluency in French and proficiency in English required
