Context:
Niger is an IOM Member State since 2004. IOM has established its mission in Niger in 2006 and is present across the country with nine offices located in Niamey (4), Agadez, Diffa (2), Zinder and Tahoua. In addition, six transit centres are operating in Dirkou (border with Libya), Arlit (border with Algeria), Agadez and Niamey (3).
IOM main activities include return and reintegration assistance of migrants in transit, humanitarian response in Diffa and Agadez regions, community cohesion activities in Agadez and Diffa regions, information and awareness campaigns to fight irregular migration, counter-trafficking and anti-smuggling activities, border management.
Niger represents the main gateway for migratory flows from West Africa to North Africa and then Europe. Over 100,000 migrants are estimated to cross Niger in 2018. Equally, an increasing number of stranded or returning migrants is directed or repatriated to the country of origin through Niger. In 2017, more than 9,000 migrants from Niger and West Africa have received return assistance via IOM Niger.
In response to these challenges, in 2015 IOM has introduced the Migration Resource and
Response Mechanism (MRRM) which aims at reinforcing migration management, both governance and direct interventions as alternative to massive migratory flows.
Main activities in Niger include community stabilization, border management, humanitarian response, job creation and refugees’ resettlement.
Under the overall supervision of the Regional Director, the direct supervision of the Chief of Mission (CoM) in Niamey, and in close coordination with the Regional Thematic Specialist based in Dakar, the successful candidate will serve as the Deputy Chief of Mission as well as the MRRM Programme Coordinator in Niger.
Core Functions / Responsibilities:
- Coordinate all activities related to the Migration Resource and Response Mechanism (MRRM) in Niger.
Implement and monitor all operational, financial and administrative components/aspects of the MRRM-related project in close coordination with relevant units and missions. Service areas include Assisted Voluntary Return and Reintegration (AVRR), Protection, Community Stabilization, Displacement Tracking Matrix, Labour Market, Research activities.
Support and strengthen the coordination of transit centres for migrants and Sub-Offices in all regions through field monitoring and assessment missions.
Monitor programmes and services while guiding and advising project managers in implementation.
Evaluate the overall direction and strategy of the programme for effectiveness on a regular basis, and build linkages with other IOM programmes in the Region and services in Headquarters (HQs).
Assist the Chief of Mission in the management of the Country Office’s budgetary, financial, and administrative functions, including supervising staff, conducting interviews, report to Headquarters, the Regional Office, and donors.
Liaise with and provide briefings to donors, diplomatic missions, international institutions, government counterparts, UN agencies and other stakeholders.
Contribute to the planning, development, and implementation of the Mission’s strategies, goals, and activities.
Under the direction of the Chief of Mission, identify, develop, manage, and implement projects/programmes in coordination with the Regional Office, HQs, relevant UN agencies, national authorities, and other stakeholders.
Undertake duty travels, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
Act as Officer in Charge in the absence of the Chief of Mission.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Experience in similar positions of progressive responsibility;
• Experience in the area of migration management;
• Experience in coordinating complex programmes and engaging with multiple partners and stakeholders;
• Experience liaising with regional bodies, governmental authorities, diplomatic missions, and other international/national institutions;
• Experience in humanitarian programmes for migrants and capacity-building activities; and,
• Previous work experience in the West African Region is an advantage.
Languages
Fluency in English and French is required.
