Overview

Management Sciences for Health (MSH) is seeking a Deputy Chief of Party/Country Project Director for Niger for an anticipated USAID-funded 5-year regional integrated health service delivery activity in Niger and Burkina Faso. The objective of the activity will be to improve the access and quality of high impact maternal, newborn, child, and adolescent health, family planning, and nutrition services at the community, primary health facility, and referral facility level in targeted fragile regions.

Position contingent upon project award and funding.

OVERALL RESPONSIBILITIES

The Deputy Chief of Party (DCOP)/ Country Project Director, Niger is responsible for leading and managing all activities for the project in Niger. S/he shall be responsible and accountable for the development, regular update and implementation of the country work plan and budget to ensure attainment of the program goals and objectives in line with the regional project mandate and approaches, to contribute to the goals of the USG Mission and that of government partners. S/he is the primary liaison between the project and the local USAID Coordinator/US State Government Health Officer, government counterparts, stakeholders, and partners involved with technical activities and/or implementing related programs in the country. The DCOP/ Country Project Director, Niger is accountable for the management of the Niger office, provides strategic and technical guidance and works closely with the Chief of Party, the project team based in Burkina Faso and MSH home office technical and operational staff.

SPECIFIC RESPONSIBILITIES

Vision, Technical Strategy, and Results

  1. Develop and manage the Results Framework, Performance Monitoring Plan, Technical Strategy, annual project work plans, technical assistance plan and budget for the project’s technical assistance in the country.
  2. Provides oversight for the implementation of the country’s technical activities at all relevant levels of the health system, ensuring that all activities are adequately implemented in a timely fashion and that they meet the expectations of clients, partners and other stakeholders.
  3. Facilitate the identification and provision of required short-term technical assistance in support to program activities.
  4. Maintain close interaction with the Chief of Party and the home office to ensure adequate support to the country program, technical coherence between the two countries, completion of work and the achievement of targets in a timely fashion and within budget.

Documentation, Communication, and Client Relations

  1. Ensure appropriate and timely documentation and dissemination of key results and deliverables from Niger for maximum project impact using a variety of communication strategies and media.
  2. Maintain verbal and written communications with the local USG team and represent the program in meetings with external partners including the USAID Mission as well as other donors and partners implementing health activities, and ensuring identification and coordination of maternal, newborn, child health, youth, gender and family planning priorities in support of national and USAID priorities.
  3. Ensure the development of high quality inputs from Niger for quarterly and annual progress reports, financial reports and other reports.
  4. Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, subcontractors, suppliers and partners.
  5. Seek out new and strategic partnerships in the public and private sectors to advance program objectives and promote innovation.

Project Management

  1. Manage the operations of the Niger country office and sub-offices and serve as a liaison with the home office to ensure that logistics, contracts, letters of agreement, and any approvals are adequately in place in support of program activities. Also, ensure adherence to MSH office management and accounting procedures.
  2. Ensure implementation of activities in compliance with MSH and USAID policies, regulations and Standard Operating Procedures (SOPs).
  3. Ensure project staffing, structure and reporting relationships are aligned with country needs, local context and available resources.
  4. Manage human resources as per MSH values, policies and guidelines, and implement an effective performance-management program focusing on results.
  5. Work with other MSH staff to ensure the safety and security of project staff.

Qualifications and Experience

  1. MPH or master's level degree in related field.
  2. 8+yrs of progressively responsible, related experience is required.
  3. Demonstrated subject-matter expertise in technical content relevant to the project, specifically reproductive, maternal, newborn, and child health and nutrition.
  4. Demonstrated leadership and management abilities.
  5. Prior experience and success directing similar international donor-funded projects, particularly in fragile environments.
  6. Demonstrated strategic planning and visioning skills.
  7. Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
  8. Proven record of aligning diverse, multi-level teams with project mission and vision.
  9. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  10. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
  11. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  12. Fluency in English and French required.
