The Niger Country Director is a full-time position for an upcoming award in Burkina Faso and Niger to strengthen and improve the quality of health, family planning and nutrition services provided by local clinics and referral centers. It will also strengthen government systems of support and oversight for village health workers, community engagement in health service delivery accountability, and assist in developing linkages among health services and with other development sectors. The mechanism will provide a means of involvement and collaborative ideation by a wide spectrum of participants from family planning, maternal child health, nutrition, communities, and the health sector.

Palladium is hiring a Niger Country Director to lead and provide strategic direction for the RISE II Health Services Delivery (HSD) Activity in Niger. The Country Director/Deputy Chief of Party will be responsible for the overall managerial and technical leadership of the program in Niger, including stakeholder engagement, administration, finance, and procurement.

Reports to: Chief of Party Duration: 5 years Location: Niamey, Niger

• Oversees country-level programmatic and technical aspects of the project and is responsible for coordinating in-country technical teams by providing strategic guidance, technical oversight, backstopping, and quality assurance
• Participates in relevant national-level TWGs and leads country-focused support to the MOH updating RMNCH/nutrition and quality policies based on global, national and subnational needs, and supports adoption and adaptation of relevant national policies to achieve program goals;
• Ensures the strategic and functional integration of all technical areas as well as strong collaboration with other implementers, and local counterparts
• Is responsible for meeting country-focused contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID/Senegal
• Works in tandem with the country-focused technical team leads to ensure a tight technically coordinated approach across the project
• Oversees country-focused project planning, contributes technical expertise as necessary to ensure country project, with a focus on results, quality, and financial accountability
• Ensures country program has strategic vision on program sustainability and resilience
• Provides strategic vision on program sustainability for the country
• Advises and incorporates best governance principles, including ownership, inclusiveness, transparency, accountability, integrity, and ethical standards
• Conducts active networking among various sectors to sustain program success, including private sector
• Coordinates with other USG projects as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions to add value to the service delivery improvement and health systems strengthening
• Communicates/works with relevant health sector stakeholders at the national and subnational levels
• Coordinates and collaborates regularly with other senior members of the RISE II team as well as with the Burkina Faso Country Director to share lessons learned, innovations, activity planning, etc.,
• Supervises technical director, operations manager, other top level staff

• Reports directly to RISE II HSD COP

• Medical degree or a Master's or Doctoral Degree in public health, social sciences, international development, or a related field.

• At least 10 years of professional experience in reproductive health, family planning, maternal and neonatal health, child health, nutrition, with significant experience in project management and service delivery

• At least 5 years of management and supervisory experience

• Context working with bilateral donors and multi-sector stakeholders, USAID experience required

• Demonstrated experience working with collaboratively with non-health sectors (economic growth, agriculture, resilience, environment) to achieve broader development objectives

• Strong interpersonal, writing, presentation, and organizational skills required

• Proficient in the use of Microsoft Office

• Demonstrated problem solving, analytic, financial, and evaluative skills

• Knowledge of project management methodology

• Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe

• Ability to respond and adapt quickly to changing requirements and competing demands

• Ability to take initiative and/or respond independently to situations

• Fluency in English and French
