WAHA International is an International NGO founded in 2009, whose mission is to improve access to health services and the quality of healthcare in disadvantaged communities and to disadvantaged populations such as refugees and IDPs. Since the onset of the current crisis in Europe and the Middle East and Africa, WAHA has been present in all the key locations in order to provide health services through rescues, screening, primary healthcare, psychological support and referrals to those in need.

FUNCTIONAL AND HIERARCHICAL LINES
He/she to: Head of Mission
He/she supervises Administrative & Medical personnel in the designated project area.
MISSION AND PRINCIPAL ACTIVITIES
The Head of Mission is responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations activities and adherence to logistic, human resource, administration and security procedures. At the regional/district level, the Head of Mission represents WAHA to relevant stakeholders. Typically, the Head of Mission reports to the Desk Manager.
1. Coordination
He/she develops and implements the WAHA programs in collaboration with the Desk Manager and technical and Medical coordinator.
Ensures full compliance with project/grant agreements and with statutory and technical legislation issued by appropriate government authorities.
He/she oversees the work of programming teams during the preparatory works, assessments, technical requirements, and selection of external entities in support of the specific projects/program.
He/she ensures the global supervision of all HR, financial (treasury & accounting), Logistics and operations aspects of the project.
He/she supervises medical teams on a daily basis and prepares weekly schedules for the medical teams
He/she ensure all teams have the necessary drugs and medical equipment for carrying out the mission’s activities.
He/she coordinates fieldwork with other medical actors and local/national authorities.
He/she provides general support, guidance, and serves as focal point during program planning, grant writing, and reporting
He/she identifies potential quality gaps in the projects (including partnerships, beneficiary and community participation, quality of relations with beneficiaries, elements of sustainability) and proposes mitigation measures
He/she ensures proper financial management systems are in place and followed in coordination with the Finance coordinator.
He/she promotes strong linkages and exchange with other WAHA offices to ensure the sharing of best practices and expertise.
He/she prepares timely and accurate reports (weekly & monthly) to the country coordination,
He/she contributes to the reporting to donors, government and WAHA headquarter
2. Representation
He/she develops and maintains effective working relationships with all stakeholders - including community, NGOs, government ministries/authorities and UN agencies, to enhance cooperation and coordination between organizations.
He/she participates and represents WAHA in working group and stakeholders meetings.
3. Security
He/she is responsible for the security management and ensures the security of staff, premises, materials and assets.
He/she monitors the political, economic, and social environment in the area, assesses and analyses the risks, monitors and reports the security situation and develops security procedures relevant to the context.
4. Other duties
Strengthening the WAHA identity, values and principles by reflecting, discussing and contributing to the advocacy mandate
Following WAHA’s guideline on visibility activities
Following any other instructions relevant to the mission from the Desk Manager.
5. Skills
Proven experience as an efficient and effective manager (including management of people, projects and budgets);
Solid ability to provide team-building, coaching, and development for staff as well as encourage cross-functional collaboration and cooperation
Exceptional organizational and coordination skills;
Ability to live and work under pressure in an unstable working environment
Experience and reliability in carrying out safety and security protocols
Excellent relationship-building, interpersonal skills and the ability to effectively represent WAHA with donors;
Strong negotiation skills essential with experience in conflict resolution desirable;
Experience of working with local stakeholders such as local and international NGOs, government etc.
Fluency in English required. Fluency in Arabic language skills are a plus.
Previous working experience as Head of Mission required.
Previous humanitarian experience preferred
