Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified head of program that is ready to deliver operationally and can strategic drive DRC’s programs in Niger.
About the job
DRC/DDG has been operating in Niger since 2014 with a cross-border Border Management and Security program in the Liptako Gourma region – (border region between Mali, Burkina Faso, and Niger) with the objective of reducing armed violence, improving community safety and strengthening border management and security in collaboration with communities and border authorities. Under the supervision of the country director your main duties and responsibilities will be:
People Management
• Lead and manage the programme staff (including people planning, performance, well-being and development)
Project management and development
• Enabling and overseeing effective, efficient and timely implementation of all projects according to agreed contracts, budgets, policies and in accordance with specific donor requirements, including data analysis
• Deliver inputs to programme strategy and identify opportunities for new projects
• Lead assessments for emergency or longer-term programming in existing or new project locations
• Lead the planning and development of concept papers, budgets and project proposals with support from country team
• Ensure effective coordination and visibility of the implementation of the projects with all humanitarian and development actors
• Implement and oversee the DRC administrative guidelines and policies, safety and security procedures, logistics support and other tasks associated with efficient day-to-day running
External relations
• Increase the visibility and credibility of DRC/DDG’s program in the area and maintain close relations with all relevant stakeholders including donors
• Ensure correct and timely narrative and financial reporting to donor
Technical Line Management Responsibilities
• Provide technical guidance and support to other Employees in same technical area, who report to a different Manager
• Advise on and promote understanding and application of DRC/DDG policies, procedures and principles.
• When relevant, drives development of policies and standards in region or country and/or localizes global policies to regional or country level
About you
To be successful in this role we expect you to have solid experience in program management. Moreover, we also expect the following:
Required
• Relevant university degree (e.g. political science, international development, economics)
• Minimum 5 years of experience in managing program operations, including at country senior management level
• Proven leadership skills and a competence in people management
• Experience with proposal development, budget development, program implementation, monitoring and evaluation
• Experience with effectively coordinating with national partners, local/government authorities, NGO partners, UNHCR and other relevant stakeholders
• Full professional proficiency in French and English
Desirable
• Previous experience in a humanitarian context in the Sahel would be an advantage
