The Bureau for Institutional Reform and Democracy – BiRD has been shortlisted for the EU-funded long-term project Support to fight Against Organised Crime Georgia. Therefore, we are currently accepting applications for a Key Expert 1: Team Leader.
The purpose of this contract is to support the Ministry of Internal Affairs of Georgia and as relevant State Security Service in combating organised crime, enhancing international, including trans-border, law enforcement cooperation, based on risk analysis and intelligence-led policing, by developing among others sustainable capacity building mechanism, through strengthening capacities of the MIA Academy, taking into account gender sensitive approaches in the fight against transnational organised crime.
Key Expert 1: Team Leader (Minimum of 390 working days):
Qualifications and skills:
- At least Master or equivalent university degree in Law, Criminal Justice, Criminology or Police Science;
- Fluent written and oral communication in English.
General professional experience:
- At least 4 years work experience in law enforcement, prosecution, or investigative activities, or alternatively at least 8 years as consultant in the field of fighting organised crime.
Specific professional experience:
- At least 5 years as an international consultant on capacity building of law enforcement agencies in the sector of fighting organised crime;
- At least 2 years as a team leader in at least one donor-funded project on capacity building to fight organised crime;
- Asset: at least 2 years as international consultant in the sector of fighting organised crime in Eastern Partnership Countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, or Ukraine) or in enlargement countries.
The minimum percentage of assigned working days of key experts under this Contract, which the experts should work in Georgia, should be not less than 80% of all allocated days, unless prior approval is given in writing by the Contracting Authority.
