The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Logistics Officer (Head of Logistics) at the P4 level based at our Country Office in Niamey, Niger.
Reporting to the Deputy Country Director – Supply Chain and Support, the Head of Logistics is responsible for the management of the WFP Niger logistics operation and will have the following key accountabilities:
Design, plan and lead on the implementation of innovative logistics operations, initiatives and large scale programs to ensure timely, efficient and cost effective supply of direct or indirect food assistance.
Participate in the formulation and implementation of policies and procedures for logistics field operations ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans.
Analyse the context of the country, and wider region as required, and lead the design and management of the supply chain network, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization.
Design and manage the full lifecycle of project management, including planning, engaging with partners and key stakeholders, budgeting, strategically allocating material and human resources, and ensure implementation and reporting.
Supervise transport arrangements and contracting of all associated services in accordance with established guidelines.
Coordinate and manage service providers, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.
Gather market intelligence through research and networking, thus improving the knowledge basis available to Country Offices, Region and the Programme, and use market analysis and research to recommend actions to Management to improve supply chain performance.
Lead and motivate the logistics team providing coaching, training and guidance as required to ensure appropriate development and enable high performance.
Oversee and prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders.
Provide expert advice and guidance to WFP staff at all levels, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need. Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, governments and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance.
Lead CO preparedness activities, preparation of Logistics Capacity Assessment (LCA), providing technical recommendations and guidance and monitoring the management of specific logistics risks to enable WFP to quickly respond and deploy food and resources at the onset of the crisis.
Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
Coordinate the Logistics Cluster in Niger, building consensus and cooperation amongst logistics cluster participants. Lead and participate in Logistics Cluster interagency meetings. Provide logistics services to partner organisations as required.
Play a role in WFP Cash and Vouchers programmes including reconciliation and retailer assessments.
In collaboration with other WFP Offices, plan and maintain the commodity pipeline and advise on any needs for commodity reallocation.
Be responsible for the management of the WFP warehouses, ensuring corporate standards are maintained and accurate and timely commodity accounting.
Contribute to the preparation of project documents, including logistics budget computation and other budgetary issues.
Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained.
Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
Perform other related duties as assigned.
