Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief of Mission (CoM) in Niger, the successful candidate will provide technical recommendations for the successful and timely implementation of migration management, assisted voluntary return and data collection operations. S/he ensures the coordination of all offices in the Agadez region (Arlit, Dirkou and Agadez). S/he is also responsible for maintaining good relations with government authorities, community representatives and partners in Agadez.

Core Functions / Responsibilities:

  1. Plan, develop and supervise the implementation of all activities pertaining to migration management in the area of responsibility and ensure compliance with relevant IOM and donor policies and procedures.

  2. Develop the projects strategies and implementation modalities through close collaboration with the donors, the Government of Niger representatives at national and local levels, beneficiary communities, and other relevant humanitarian and development stakeholders.

  3. Provide technical guidance and oversight of compliance to project partners, technical advisers, procurement unit, programme staff and implementing entities.

  4. Liaise, promote and coordinate interagency collaboration and operational partnership in the sub-offices’ areas of work. Ensure appropriate coordination with all partners (including UN agencies, national and international NGOs, the Red Cross/Red Crescent Movement and other international organizations), as well as with provincial authorities and local community groups and NGOs.

  5. Contribute to the resource mobilization efforts, identifying potential new project opportunities and contributing to the preparation of project proposal

  6. Advise on existing bottlenecks and identify corrective measures for the timely implementation of project components in the Sub Office.

  7. Report and provide immediate advice to the programme managers in Niamey on urgent humanitarian assistance needs identified within communities in Diffa, particularly on forced displacement and immigration and border control.

  8. Contribute to and oversee the implementation of outreach and information activities in the area of responsibility.

  9. Ensure and oversee financial and administrative management of the sub-office in coordination with the relevant units in Niamey.

  10. Utilize lessons learned from past activities, experiences from other Communes, and beneficiary feedback to revise strategies and action plans accordingly.

  11. In coordination with the Human Resources department, oversee local recruitment and provide training to staff in accordance with area needs and programme requirements. Ensure that all staff are trained on Protection from Sexual Exploitation and Abuses (PSEA).

  12. Ensure that the sub-office follows established instructions and guidelines on project monitoring and implementation methodologies in areas inaccessible to IOM staff; suggest and develop further actions to enhance existing guidelines.

  13. Attend security meetings and report significant security issues and incidents to the local security assistant, the programme managers and the Chief of Mission in Niamey.

  14. Provide relevant timely input for weekly (when required), monthly, and quarterly reporting.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Management, Logistics, Procurement or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience with project implementation, scheduling and deployment of resources;

• Field experience in a challenging environment, including experience providing direct assistance to or definitive hands-on experience with refugees, IDPs, asylum seekers, and other beneficiaries;

• Experience implementing projects in fragile and post-conflict political settings;

• Strong and detailed understanding of IOM/UN project implementation procedures;

• Familiarity with IOM/UN’s coordination mechanisms, contracts, and agreement endorsement procedures a distinct advantage;

• Strong management experience, especially in the field of humanitarian assistance.

Languages

Fluency in English and French is required.

Other:

Internationally recruited professional staff are required to be mobile.
