Niger: Donor Relations Officer

Background: SOS Children's Villages International (SOS CVI) is an independent, non-governmental, non-profit international organisation that has been active in the field of children's rights since 1949. SOS CVI operates in 135 countries and territories around the world and is specialized in alternative care. In recent years SOS CVI is increasingly engaged in emergency preparedness and emergency response to meet the growing needs and to make sure that children are protected from abuse, neglect and exploitation and are kept safe during natural disaster and war. Within Niger, Diffa is the poorest region that suffers from complex and overlapping crisis. SOS CVI has been implementing programs to relief children’s suffering for more than 20 years. SOS CVI’s National Association and the emergency team in Niger work closely together to implement programs focusing on health, nutrition, food security and livelihoods and child protection including psychosocial support and education.

Overall objective of the position: Despite presence in the field and the implementation of quality humanitarian programs, there has been no formal SOS CVI focal point for humanitarian aid in Niamey. The overall objective of the vacancy is therefore to improve the position of SOS CVI as a humanitarian actor by engaging with donors (DG ECHO) and building relations with relevant stakeholders such as the UN and ECHO partners.

Tasks and Responsibilities: • Build trust and start positioning SOS CV as experienced humanitarian partner with DG ECHO and potential partners. The consultant will initiate meetings and build relations with relevant stakeholders. • Capacity building: the consultant will support the National Association and will advise the ND in the preparation of meetings and consultations with donors (including participation to cluster meetings) to ensure longer term impact. This includes the introduction to key contacts, an understanding of the ECHO funding process and the ability to lead the development of future proposals. • The consultant will conduct a stakeholder analysis and a needs assessment in collaboration with the NA and emergency team, while ensuring that the colleagues are capacitated to take over the process. • Develop targeted products and initiatives to enhance the capacity of SOS CVI to attract ECHO funding • Provide regular updates on donor intelligence and a timeline for donor engagement in 2018. • If an opportunity is identified, lead proposal development • Liaison between SOS CV Niger and the WCAF RO Emergency Dept.

Requirements: • Previous Experience with program management funded by institutional donors, especially DG ECHO (needed). • Knowledge of ECHO HIP process (needed) • Experience in the humanitarian aid sector. Technical knowledge on child protection and/or education in emergencies is an asset • Experience in collaborating with country offices, local partners and capacity building • Experience in coordinating field activities • Experience in project proposal development • Strategic and analytical thinker: knows how to conduct needs assessments and stakeholder analysis • Experience in working in developing countries • Excellent written and spoken French and English • Excellent capacities in public relations with high profile representatives • Self-confident and Dynamic professional • Excellent writing skills
