Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall guidance of the Chief of Mission (CoM) in Niger, and under the direct supervision of the Programme Manager/Chief of Party (PM/COP) for the Niger Community Cohesion Initiative (NCCI), the successful candidate will oversee NCCI programme reporting.

Funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). Through NCCI, IOM seeks to improve community stabilization in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, NCCI designs and implements small-grant activities through a process-oriented, community driven approach and emphasize project processes.

Core Functions / Responsibilities:

  1. Obtain a full understanding of OTI programming and the NCCI programme.

  2. Become familiar with the Office of Transition Initiatives (OTI) Activity Database and other OTI

proprietary tools, including OTI Anywhere.

  1. Gather information for bi-weekly reports based on active dialogue with NCCI Field Teams, the various Program Unit, including the Field Coordination Unit, Program Development Unit, Grants Unit and Monitoring & Evaluation Unit.

  2. Use information from the Activity Database and Monitoring and Evaluation (M&E) reports to compile quick results reporting on programme status and impact, including success stories, press releases, regular reports, and ad hoc reports.

  3. Support the M&E team with the preparation and/or finalization of cluster evaluation reports.

  4. Report on programme status, impact and response to specific issues to a variety of audiences and through various formats.

  5. Prepare transversal analysis and snap-shot documents as needed.

  6. Analyze and report on programming within the overall and governorate-specific NCCI Strategy.

  7. Provide recommendations to the PM/COP, based on rolling analysis of and reporting on programming, options aimed at achieving maximum strategic programme responsiveness and accountability to beneficiaries.

  8. Review the quality of all NCCI reporting.

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, International Relations, Governance, Development or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience working within Central and West Africa or Middle East is an asset;

• Experience living or working in a developing or transitioning country an asset;

• Strong knowledge of monitoring and evaluation tools and methodologies;

• Thorough knowledge of USAID/OTI programing, specifically in terms of pace and methodology;

• Familiarity with OTI reporting needs and the OTI Activity Database preferred.

Languages

Fluency in English is required. Working knowledge of Arabic or any other local language is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
