Context:
Under the guidance and supervision of the Chief of Mission in Georgia (CoM) and in close coordination with the Project Management team, Regional Office (RO) in Vienna, Regional Thematic Specialist (RTS) and Immigration and Border Management (IBM) Division at Headquarters, the successful candidate will provide expertise, planning and guidance in the development, coordination and implementation of the project.
Core Functions / Responsibilities:
Interact and liaise with concerned ministries and local authorities to ensure that the planning, programming and implementation of the IBM component of the project is coordinated within the broader domestic and EU regional framework. Follow and implement EU visibility guidelines.
Monitor, oversee and support the timely implementation of activities in accordance with the project documentation. Support the Project Coordinator in providing timely reporting on activities as per the project documentation and Donor requirements.
Manage and coordinate the development of intra/inter organizational processes designed to ensure that the integrated border management needs of local authorities are met.
Ensure that IBM activities complement existing border management activities and that up-to-date IBM best practices are incorporated into project’s activities.
Consult, provide advice and determine appropriate approaches and methods to meet Government of Georgia (GoG), IOM and EC strategic objectives, in coordination with RO Vienna and IBM Division at HQs.
Research and incorporate the latest advancements in EU methods for IBM for incorporation for Georgia.
Provide information on the formulation and operationalization of long-term organizational development strategies for the Ministry of Internal Affairs and Ministry of Finance, including their border control agencies, to support the organizations’ operational tasks and responsibilities in line with EU standards and best practices.
Responsible for the identification, selection and implementation of capacity building activities foreseen within this project.
Provide guidance on implementation of all capacity building activities related to the IBM component of the project, including leading the implementation of needs assessments and supporting the design and development of all relevant training materials.
Identify consultants for engagement within the framework of the project and plan their activities in close coordination with Project Management Team of the Mission and project beneficiaries.
Support the Project Coordinator in preparing donor, project, ad hoc and other required reports on a regular basis.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political, Social Science or Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma with seven years of relevant professional experience.
Experience
• Experience in operational and/or field experience in border management issues, including the administrative and procedural aspects related to the implementation of appropriate legislation in accordance with EU standards;
• Relevant training and experience in a senior management position in an EU MSs Border
Guard Service will be required;
• Professional experience and knowledge of providing advice on the development and implementation of IBM strategies and action plans in compliance with EU standards and best practices is a strong asset;
• Experience in liaising with governmental authorities and international institutions;
• Experience in general fundraising, writing project proposals and reports, and monitoring a programme budget;
• Previous experience in implementing IBM projects in Georgia or countries in the Eastern
Partnership (EaP) region will be considered as a strong asset;
• Good understanding of integrated border management policies and existing good practice in
EU MS and good knowledge of EaP countries context;
• Good level of computer literacy, awareness and understanding of computerized integrated border management systems, application and tools.
Languages
Fluency in English is required. Working knowledge of any IOM/UN official languages is an advantage.
