BACKGROUND

The Republic of Niger has been affected by socio-political and security instability in the Northern Tillaberi region since 2012 and in the Southeast region of Diffa since 2015, resulting in a large-scale multidimensional humanitarian crisis.

DRC/DDG has been operating in Niger since 2014 with a cross-border Border Management and Security program in the Liptako Gourma region – (border region between Mali, Burkina Faso, and Niger) with the objective of reducing armed violence, improving community safety and strengthening border management and security in collaboration with communities and border authorities. By the end of 2015, taking into account the growing humanitarian crisis in the Diffa region, DRC/DDG conducted an assessment mission on security and humanitarian needs. The results of this mission have enabled DRC/DDG to establish in the region and implement a Rapid Response Mechanism (RRM) program, with assistance in shelter/NFI kits, protection monitoring, training and sensitization on human rights, and food security through general food distributions.

THE JOB

Under the supervision of the Country Director, the PDQO contributes to the coordination and management of key program processes, particularly in proposal development and grants management. S/he will ensure timely reporting to donors, developing and implementing Core Humanitarians Standards (CHS) and contribute to ensuring the respect of DRC internal compliance.

Line manager: Country Director

Technical manager: Regional Program Development and Quality Manager

Professional travels: Position based in Niamey with possible travels in the country / region

TASKS AND RESPONSIBILITIES

Program Development & Reporting

Work closely with the Country Director, Project Managers and Technical Managers/Coordinators to design competitive final proposals responsive to requirements of call for proposals and donor guidelines;

Contribute to the production of high quality program progress reports as per donor and DRC requirements;

Ensure quality control of narrative reports along with support to finance to identify donors’ funding guidelines regarding expenditures, in relation to donor requirements and consistency between narrative and financial reports;

Ensure that program reporting needs, formats and timelines are updated and shared with all relevant staff;

Ensure effective coordination of regional program with other countries (Mali, Burkina Faso) to ensure adequate overview of proposals development, project roll out and donor liaison.

Grants Management and Capacity Building

Ensure maintenance of a robust Grants Management System (GMS) and ensure management of grants and awards;

With the Country Director and the relevant sector managers, oversee tracking and measurement of grants burn rates, providing timely alerts on non-performance but also green flags for accomplishments;

Facilitate the tracking of the overall program portfolio with donors;

Work closely with program teams to assess and strengthen their capacity in the planning, securing and managing of donor funds through formal and informal training, coaching and accompaniment including required support to field based staff and partner organisations.

Core Humanitarian Standards (CHS) & Code of Conduct (CoC)

With the CHS focal point, ensure the diffusion of CoC and CHS standards, training of staff members, development of tools and guidelines and promotion of accountability;

Act as registrar, update the online CoCRM platform as requested.

Monitoring, Evaluation (M&E) & Communication

With the country M&E manager, ensure the implementation and follow up of a strong M&E system enabling to follow up the achievements of programs and to enhance the quality of the interventions;

Ensure sharing and use of M&E data in program management and development;

Support Project Managers, Technical Managers/Coordinators and M&E teams to increase quality of programs and development of new areas of operations through review of literature, internal assessment of capacities and fine-tuning of evaluation and follow-up tools;

With the country program teams and regional support, generate, document, disseminate and communicate program stories, relevant best practices and key lessons.

Staff Management

Directly manage and support:

National CHS focal point;

National M&E manager.

KEY REQUIREMENTS

Essential:

  • University degree in International Development, Disaster Risk Reduction (DRR) related studies, Social Science, Grants Management or relevant field;
  • Minimum 1 year working experience in similar job at international level and experience with refugees, IDPs, returnees in complex conflict context;
  • Sound skills in capacity building in relation to fundraising and program development;
  • Demonstrated skills in problem solving;
  • Innovative, self-motivated, flexible and high adaptability skills in hardship location;
  • Excellent analytical skills, commitment to gender equality/equity;
  • Demonstrated skills in application of humanitarian tools and standard in past works;
  • Representation skills and excellent communication and reporting writing skills;
  • Fluency in English and French (written and spoken) is essential;
  • Working experiences with various donor funded projects especially ECHO, OFDA, BPRM, SDC and other humanitarian donors;
  • Working experience in UN funded projects such as UNICEF, OCHA, UNHCR, WFP;
  • Willing to travel regularly to rural/remote project sites;
  • Willing to live in shared accommodation with basic living conditions;
  • Ability to work well in unstable security environments, and under significant administrative and programming pressures.

Desirables:

Previous experience in Sahelien or similar conflict context
