Local Senior Learning and Knowledge Management Specialist, USAID/West Africa Peace through Evaluation, Learning and Adapting (PELA), Niger

Proposal Objective:
USAID/West Africa anticipates a five-year project to strengthen their effectiveness in implementing its projects, coordinating its activities, learning from its experiences and serving as an information, communication, and thought-leader regarding peace promotion and Countering Violent Extremism (CVE) in the West Africa region. The project will cover interventions in Niger, Chad, Cameroon and Burkina Faso. Anticipated activities of the project include:
· Evaluations (performance and impact)
· Analyses
· Knowledge management
· Organizing coordination and learning events
· Dissemination of findings and best practices
· Monitoring
· Capacity building

Position Description:
SI is seeking a Local Senior Learning and Knowledge Management Specialist to conduct and lead the project’s learning and knowledge management activities. This is a full-time position to be based in Niamey, Niger for the duration of the project.
Responsibilities:
· Responsible for facilitating strong collaboration, learning and adapting practices, including techniques for gathering, organizing, disseminating and applying knowledge to improve USAID programs in West Africa.
· Develop plan that outlines key learning and knowledge management questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
· Spearhead the design and implementation of institutional learning activities including seminars, events, briefings, after actions reviews, among others.
· Assist USAID staff in adopting and strengthening systems and processes that foster learning and knowledge-sharing, and inform future programming.
· Foster strong collaborative relationships with key stakeholders, serve as a convener for dialogue and learning around emerging issues, and coordinate efforts amongst implementing partners working in common development objectives.
Qualifications:
· Advanced degree in related subject.
· Eight years of experience in institutional learning, research, analysis, knowledge management and communication, preferably supporting USAID-funded projects.
- Strong background in evaluation and analysis of USAID-funded programs.
· An understanding of countering violent extremism (CVE) techniques and methods is preferred.
· Fluency in spoken and written English and in French. Excellent presentation and oral skills, including training and communication.
· Willingness and ability to travel throughout West Africa as required.
